The Mountain Without a Map

Imagine skiing and getting dropped on top of a mountain with no markers, no directions, no map.

If you are an inexperienced skier, you have no way of knowing which slope takes you down safely. Now imagine the same mountain, same terrain, same conditions, but this time with a clear trail map. Suddenly, you know exactly which path to take.

The map does not change the mountain. It gives you the structure to navigate it.

Law works the same way. The information is already complex. There are millions of statutes, case law, doctrines, regulations and procedures. Without structure, you have no sense of the connections, and your direction. AI cannot reason over them. It can only retrieve. That is the problem we set out to fix.

Building the Physics of Law

At Zeno we've been building with a multidisciplinary research team, with theoretical physicists, mathematicians, and computational neuroscientists to really uncover the fundamental structures and principles of the law.

Our goal is to derive the physics of law and to understand how legal systems behave, how they evolve, but also how interpretation changes over time. The result of what we’re building is a unified legal world model where every piece of law that exists, every statute, every regulation, every case, is mapped into a knowledge graph.

1. The Skeleton: Statutes and Case Law

We started by mapping the entire legal ecosystem. Statutes first, as the skeleton of the law. Then cases on top, to build an understanding of how statutes apply. We embed understanding of hierarchies of courts, and connections between cases and statutes.

2. A Supranational Layer: Connecting EU and National Law

As you move across jurisdictions, directives which influence how local law is applied. Regulations sit on top to unify the EU regulatory landscape. These layers interact constantly. For AI to reason well, it needs to understand them simultaneously, not in isolation.

Zeno: A Model That Gets Smarter

The model now holds over 12 million reasoning connections, and that number grows every day. However, the most important thing is not the scale, it is what happens when new laws are added.

When a Supreme Court ruling lands, it does not just get added to the model. It makes the model smarter. Every reasoning connection updates. Every time a new jurisdiction is added, the stronger our representation of legal concepts becomes stronger across borders. The entire system performs better.

We're not building a database. We're building an evolving understanding of the legal system.
